Questions about instructions belong here. However, questions about the HLASM 
syntax for an instruction belong both here and ASSEMBLER-LIST, as the poster 
chooses.

I don't recall arguing against any proposed listserv, and MVS-OE is one that I 
consider important.

About the only thing that I would argue against is people posting questions to 
bit.listserv.* news groups that are not gated to the corresponding listservs. 
Not that it isn't legitimate, but they will get fewer responses.

o Should a question about RISBG go to ASSEMBLER-LIST
  because it's an assembler mnemonic (software, even though
  those mnemonics appear in the PoOps) or here?

o MVS-OE is languishing, but one very valuable IBM emplloyee
  appears to monitor it closely.  (Did you argue against the
  initial proposal of MVS-OE?)

o I receive periodic "Subscription Probes" for VM-UTIL, which
  otherwise appears to be defunct.

o Much ISPF traffic seems to come to IBM-MAIN.
