SA provides ProcOps functionality that includes ISQSEND for remotely issuing traditional MVS commands to gracefully shutdown business applications and infrastructure services, as well as ISQCCMD for more of the hardware management side like ACTIVATE, SYSRESET, and/or LOAD.

I believe most GDPS flavors provide similar functionality via BCPii, but I am not familiar with that.
