To make the ZFS file one extent - you could unmount the ZFS file move it to 
another volume using ADRDSSU something like this:

  COPY DATASET(                 -                             
       INCLUDE(                 -                             
                SYSX.ZFS          -    
              ))                -                             
       OUTDYNAM((vvvvvv))       -                             
       CANCELERROR              -                             
       CATALOG                  -                             
       DELETE PURGE             -                             
       NULLSTORCLAS BYPASSACS(**) -                           
       ALLDATA(*)               -                             
       ALLEXCP                  -                             
       PROCESS(SYS1,UNDEF)      -                             
       TGTALLOC(SRC)     

You  may need to update STORCLASS & BYPASSACS if SMS managed. 

Make sure the receiving volume has enough free space to create the file in one 
extent.  

Then you can move the volume back to the original volume. 

This may not help if something else is wrong with the file.

Unmount, defrag (or migrate / recall), remount.
Or, create a replacement zfs, mount at a new point, copy with Unix commands, 
unmount both, mount new file system, delete old file system.
