Hm, I have Outlook set up so emails that come from [email protected] are 
routed automatically to the IBM-MAIN folder.  I'm not sure, therefore, that the 
normal rules I can set up will recognize emails from <designated troll>.

Although I imagine I could write a VBA function that'll do it, but that 
requires more knowledge than the average email user has.

Not a "block" per se, but any desktop mail client can be configured with mail 
filters to direct a message from your Inbox to some other place.

You can send it straight to the Trash if you like.
