Microsoft basically haven't touched the rules facility in 20 years. It's sad-Outlook's rules used to be pretty cutting-edge, and now they're boring, buggy, and obsolete. That's another reason I don't want to tinker: they have a tendency to stop working when you get near the limit. As in, certain rules don't fire when they should. And then if you run them manually, they do, so it's not that they're defined wrong.
