If a transaction accesses the file, the dataset is opened until closed.
To test.
Issue HBACKDS / on the file.
Do a transaction that reads the file.
Issue HBACKDS / on the file (should not work).
Do a CEMT to close the file.
Issue HBACKDS / on the file (should work).
Enable the file to be opened (if disabled).
