The IBM z14 models were the first to incorporate the "step change" higher performance CPACF expressly designed for this mission (bulk data encryption/decryption). z/OS Data Set Encryption is technically compatible with models prior to z14 (all the way back to z196/z114), but on prior models the performance is less impressive.
