15 is way too low for a site that runs address spaces that are not restartable, or at least are not restarted to reuse the reserved ones. There is only a small overhead for setting a bunch up and it's not worth the chance to IPL to not specify something big. 2500 is not unreasonable if you have a lot of address spaces (like SAG stuff) that for some reason is not started to reuse the old spaces.
