Silly question: WHAT IS THE PROBLEM?
What is the problem with migration to z22 mode?
Yes, the migration is mandatory, so if some obstacles exist (do they???), then it is good time to remove them.

Hi Mark,

Thanks. Been down that path. The APAR states that the release doc is
"explicit" in the need for z22 mode, but in fact it is silent.

Now I look in the 2.5 JES2 Tuning and Initialization Reference, and find the
answer:
       COLD_START_MODE = z11 | z22 | DEFAULT
So, it seems they IBM was thinking of changing z22 mode to a requirement, but
backed off.

Look at this APAR, it should answer your question. Yes, it is.

Is JES2 z22 checkpoint mode required as pre-req for z/OS 2.5?

I see mention of this in Marna Walle's presentations,

-- Activate z22 mode -(REQUIRED-IF, as of V2.5)

and perhaps it was being considered at one time, but I am unable to locate any
record of this requirement in the z/OS 2.5 release manuals.

Any ideas?
