After much doing and re-doing of that RACF stuff, I have finally obtained, 
miraculously, the hoped-for "IKJ55100I THE PARMLIB UPDATE REQUEST WAS 
SUCCESSFUL." kind of message.

And then, my TRANSMIT result:

INMX034I WARNING: 5500000 records transmitted.  Your installation limit is 
99000000
INMX000I 0 message and 753253 data records sent as 5524024 records to 
SYSLMB.COA1

So I think we are done!  Thanks to John and Bob -- greatly appreciated!
