23 is the "traditional" TELNET port and unsecured TN3270 uses that.
I have seen secured TN3270 over TLS/SSL use port number 992 in several cases, which is the "traditional" port number for secured TELNET. On our z/PDT we use a large 5 digit port number that we picked at random. QWS3270 will let you specify any port number for either secure or unsecure TN3270 connection.
