z/OS can only run on a "full function" CP. It cannot run on an IFL. It will
get a machine check (yes, I tried just out of curiousity). This is true if
it is running in an LPAR or under z/VM.

The latest hardware and z/VM software allows for a single LPAR to have both
CPs and IFLs assigned to that LPAR. You can then IPL z/VM in that LPAR. You
then set up each guest in the LPAR to run either on a IFL(s) or GCP(s) or
either. But still under the same single z/VM instance.
