You can have VM emulate those for you.  But that is big overhead on the GPs.
After assigning specialty engines to our VM LPAR (at a previous employer),
the
GPs regained quite a bit of the processor, and the real ICF and zIIPs
actually
Performed better for the guests.

Yes. We have an ICF assigned to our primary zVM system. The ICF is used to
dispatch virtual coupling facilities..
