Indeed I did. Apologies for being careless.

And I agree that for all intents and purposes (conceivably "almost all" in 
case there's some exception case not coming to mind) z/OS treats UTC the 
same as GMT.

I was thinking of TIME, where you can request formatting in LOCAL or 
UTC/GMT. TIME is one service that treats UTC the same as GMT.

It is not up to STCKCONV to describe the architecture of the clock. That 
is a hardware function. Software books do not tend to try to duplicate 
what is in the principles of operation. I would expect some discussion of 
this to accompany the documentation of the functions available for setting 
the clock. 

I choose to be honest: we will not make the change in STCKCONV you seem to 
be thinking of.

STCKCONV is the ivory tower function. It was created and defined to be so.
TIME is a function for returning information based on the current TOD 
clock in local or GMT/UTC as requested (although not in the same output 
format as STCKCONV)
