I am not an astronomer, and I do not really have an independent view; but I do consult with astronomers about their computational--as opposed to properly astronomical--problems; and they are fastidious about distinguishing older noon-based GMT values and newer midnight-based UCT values.
The francophones among them sometime rail against the term UCT, which should properly but cannot be TUC because of the ubiquity of TUC crackers (outside the United States), Trades Union Congresses (in anglophone countries), and the like; but they all make the distinction.
