If you're intending to do this from CMS, then I would say CPFMTXA. It's a front-end to ICKDSF that will walk you through doing what you want without having to know specific syntax, file allocations, etc. It will also allow you to create the allocation bit map that will tell CP what cylinders you want to use for minidisks (PERM space).
