You need to ATTACH the device to whatever userid you're going to be using for the formatting, and use the virtual device address. Which, of course, can be the same as the real address, to keep confusion to a minimum. Normally that's maint, but it doesn't have to be. If the "other" userid is not authorized to do the ATTACH, a userid with that authority will need to do it for them.
