As the ISV's have been aware for years, z/OS is working to reach the goal of allowing the ASCB to be above 16M to reduce below-16M virtual storage usage. This is the sort of thing that was done with the ASVT, LCCA, and PCCA. At some point customers will be given the option to activate this. At some point after that, it might be made the default.
And you've succeeded in moving many such structures, both above 16M virtual and above 2G real. We specify the full complement of published structure names on CBLOC in DIAGxx (including REAL64 for ASCBs). No problems whatsoever.

As with other z/OS PE's there will be a discussion about what failed in our process to allow the error to slip through, with appropriate actions taken.
Anyone that codes and maintains software for living realizes the difficulty of testing every path or every combination of possible environments (including three AMODEs, problem vs supervisor, SRB vs TCB, locked, etc) that can fall through a given path.
The IBM support person I've been working with on this issue says he can't reproduce the failure on his system and must therefore wait for a customer to validate the fix. We've offered to test the ++APAR here and that offer stands.
These things happen. No one is infallible and there is a community of mainframe ISVs and customers ready and willing to help. (Those same folks typically participate in ETPs and ESPs for new releases.) I'm assuming those of us with better post-mortem diagnostic skills tend to specify CONTENT(ALL) on our RECEIVE ORDER requests. Those with lesser skills should probably specify CONTENT(RECOMMENDED).
Finding and diagnosing that issue was sorta fun. A nice change from a normal routine. 😁
Does that mean I'm thanking IBM for the "outage?" Haha! Not exactly, but I do understand...
