I heard that "8 9s" claim go by before, but I didn't pay much attention. But in the article it says that equates to 0.3 sec of downtime per year, and I pause. Does "down time" not include IPL, then? When you IPL, doesn't that count as "down"? Because if it doesn't, I don't see what use that measure is.
