As far as I understand the question is:
some PTF has ACTION, but it was superseded by newer PTF which does NOT have the ACTION.
Is it possible? IMHO yes.
Should you perform the ACTION? IMHO no. No, because it is possible someone received newer PTF, but not superseded one. In that case he would see only HOLDSYS assigned to the newer PTF. Which means the ACTION is not needed, otherwise it would be also assigned to the newer PTF as well.

My SMP APPLY CHECK has multi pages of ++ HOLDSYS ACTION items but APPLY only a
