I'm confused by the question and everyone seems to be missing an important point...
The HOLD reports should be the exact same for APPLY CHECK and APPLY. It sounds to me like the OP was comparing a HOLDDATA report from the global zone compared to APPLY, not APPLY CHECK vs. APPLY. If PTF UI82762 SUPs PTF UI82475, the bypassed hold reason report will only have the holddata for UI82762. By packaging rules, the superseding PTF must contain the same holddata as the PTF it succeeds (assuming it is valid and not related to a PE). So all bypassed holdata from apply check or apply should be reviewed.
