I have not followed this thread, so forgive me if I repeat anything here

1)  JES2 cold starts are rare any more.  Most parms can be dynamically changed. 
 To go back may require a cold start (but rare)
2) Always update your jes2 INIT deck when doing dynamic changes.  This is in 
case a COLD start is done. WARM and HOT Starts retain the values
3) When altering JOBRANGE functions review the JOBDEV and JOBNUM statements.  
Make sure they are in sync.

Of course there is.  I disliked it and couldn't see a good reason for it when I 
ran into it in one of the environments I ended up supporting.  It's old history 
and my guess is it goes back to the days when everything was printed to help 
sort output by shift and run order perhaps.  Maybe the OP knows why it was 
reset to "1" each day in their environment.
