I think the point is that there are ways that mainframes can have a
denial of service performed against them without attacking the
mainframe itself.
A well placed bullet diesel tanks and transformers will cripple a
bunch of mainframes without touching the mainframe nor their data
simply by rendering them inoperable without a working generator or
utility power.
