I'm sure you can figure out that the bit is set by the RECORD keyword of ETDEF. That is commented in the macro as "internal use only".
Nothing can stop a suitably authorized program from doing whatever it wants. So of course a program "can" set the bit. It is expected not to do so. It would be taking its own risk and imposing risk on the entire system in doing so.
