For MVS datasets the server type needs to be MVS and you need to define a Site for your host. Likewise you will need a separate Site for USS files. Use Server Type = Unix. With the MVS server type you will be able to access the MVS "DATASET" file system. HLQs and LLQs will be treated as directories to be traversed. Datasets should be specified in single quotes - like your HLQ of 'SYS1' for example.
