I downloaded it to /downloads/zos 3.1 docs, then extracted it into the same folder. You can put it wherever it makes sense to you. Having downloaded it, open zOS310-GA-Indexed-PDF-package-(2023-09-29).pdx with Adobe reader. It is the only .pdx file in the collection.
