SMP/E APPLY CHECK and similar commands verify existence of directories and data sets from DDDEF entries before they are used. There is no independent SMP/E command or utility to perform this verification. However, there is a capability in z/OSMF Software Management, the Software Instance Validation action, which does this kind of checking, among others.
