The word "excessive" is sometimes, I think, legitimate shorthand for "unexpectedly large in comparison with what has been the case".
It is important is to remember that "excess" is symptomatic. It identifies something unfortunate that has happened. The question who is be blamed for that thing, when it is meaningful at all, is a different one that may, often does, have an answer that is not the obvious one.
