I'll generalize: It's improper for middleware, in this case SMP/E, to presume
to enforce syntactic rules of lower components.

Extreme example: any member name allowed by BLDL/STOW *should* be
accepted in JCL -- metacharacters escaped as needed.

Postel's Law is half wrong.
