It's C/370 circa 1988 (AD/Cycle) ... just one example of the many quirks
(and problems) that C/370 had/caused.  Most likely this is the runtime
message table so LE is stuck with it until support for running LE enabled
load modules linked with C/370 is dropped (likely never), even though C/370
compiler is not supported under z/OS.
