I don't think the OP is being misleading or anything, he is probably really
perplexed and doesn't know how to respond to you guys who obviously have way
more experience than the OP. He may not even know how to paste the data from
the console to his entry here, or knows and is simply flustered. Getting mad
at the OP won't help their nerves. :)
I think that he's not getting a "flooding" condition at all, he probably just
hit enter on his emulator, without typing anything int he command line of the
console, and it freezes that screen, and the "mode=HELD" message occurs and
when new messages are sent to the console while it's in HELD mode the "message
waiting" gets produced at the bottom right, he just needs to press enter
(without anything in the command area again).
Below is the bottom part of the console screen when I just press enter under
VISTA showing the console, first the message on the left bottom happens, and as
soon as the next message is generated to the console while in this held state,
the red message on the bottom right shows up.

In any case, it's "normal" and expected. Some people are used to real consoles
that handle this better, but most emulators that use the OSA-ICC ports will act
in this way. I sometimes do it to myself without realizing it, so I wrote a
automation script that frees it up when the messages get backed up due to my
stupidity.
