My first instinct is to look at the network traffic of your transfer 
with wireshark or something equivalent, provided it's not SSL-encrypted.
That can potentially help you to understand why the transfer rate is so 
low. Maybe there are many retransmissions or something like that.
At any rate, that's very easy to do and can help you to rule out 
scenarios.
