Yes.

FTP makes sense from an external box, but why would you even consider
it for internal file transfers, including job submission?

You don't need a password in the JCL for a job to submit another job
with the same userid. If you are authorized to submit jobs on behalf
of another user, best practice is that you have proxy authority and
don't know the password for that other user.
