Try submit() outside of a Unix context and see what happens. It's part of a 
function package that supports Unix, not part of REXX.

Cloning the TIOT is not an option. IBM really has no choice on that one.

And the lack of TIOT inheritance through fork(), a cause of
recurrent complaints about BPXBATCH vs. JCL allocation.
