"Can you elaborate on this? Who made the decision to require
admin rights?"

Software developers using the registry to store things. Any software
install on a Windows PC requires admin rights to write certain values to
the registry.

Linux does not suffer from these issues, nor does macOS.

"Can you elaborate on this too - how did external kids get
involved in administering your PC?"

"Script Kiddies" is industry slang for kids who write viruses and then
attempt to deploy them. Not all of them are malicious, but nevertheless
they are PUPs (potentially unwated programs).

"This immediate discussion mentioned proprietary terminals.
If proprietary terminals (allegedly) worked better than
Windows in this situation, can't we achieve the same effect
by having a Windows computer with no access to the internet
and no updates done - at least no automatic updates - to
emulate the situation that proprietary terminals lived in?"

Unfortunately, thats not possible. There will always be a need to control
updates to windows. In the OT (Operational Technology) world, such as
critical infrastructure, these types of PCs run on seperate networks which
are segregated from the business network with firewalls and tightly
controlled access lists.

A very commonly used model for this is the Purdue Model.

Also, everyday business requires an OT HMI PC to access the business
network. We just make sure it is done thru a DMZ. An example is for
electricity usage. The meters report to a PC on a private network. That PC
then has to send usage every day to the main business in order to bill for
usage.
