Client power off will do that ... are these virtual machine clients?  Those
are easy to power off thoughtlessly.  The state isn't really a problem, the
session is closed but client hasn't sent the last ACK.  Everything is
cleaned up in z/OS except whatever control block Netstat is using to show
that status.  Guessing you are concerned about resource usage, that
shouldn't be an issue and not much that you can do other than what you
described.
