I think he means standard telnet not TN3270.
But TN3270 clear text connections are basically the same as telnet or
any other TCPIP client/server - other than some negotiation and actions
specific to the TN3270/TN3270E protocols.
TN3270 encrypted sessions, on the other hand, start out with the same
logic used to connect to an https:// web site. Once established, both
sides run the same internal logic as a clear text session.
