It looks like you have the default track size, within SMS, to that of a 3380 (47476) instead of a 3390 (56664), which is coincidentally the same percentage difference as displayed between the expected an actual sizes you've posted. This is a leftover from when SMS was first released and everybody "protected" their shop from the "excessive" over-allocation by not changing their specifications when converting to 3390's.
Somewhere, buried within the ISPF ISMF application is a screen to change this default -- I forget where.
