It looks like you have the default track size, within SMS, to that of a 3380 
(47476) instead of a 3390 (56664), which is coincidentally the same percentage 
difference as displayed between the expected an actual sizes you've posted.
This is a leftover from when SMS was first released and everybody "protected" 
their shop from the "excessive" over-allocation by not changing their 
specifications when converting to 3390's.

Somewhere, buried within the ISPF ISMF application is a screen to change this 
default -- I forget where.

This still crops up, every now and then, even 20 years after SMS was introduced.

We've just gotten qround to using SMS for our development datasets and 
I've been researching a problem that has stumped me.

All our SMS allocations use the same dataclass, DEFAULT.
 
When let SMS control the allocation we consistently get less space than we 
requested (654 instead of 780 tracks) (STEP SMSDFLT)

If we use STORCLAS(NONSMS) which our ACS routines use to set 
STORCLAS=null, we get the allocation we expect. (STEP NOSMS)

What is unusual is that if SMS does the allocation BUT we specify 
UNIT=3390, we get the space we want. (STEP SMSWUNIT)

What else could be affecting the allocation?
