I'll just try to speak from my own experience.
1. Range of volser is not enough
2. VTS/VTL is seems to the z/OS as 3494 library and as such it is
partitioned for each Operating system (LPAR) on z by the Categories numbers
in the
PARMLIB member DEVSUP
3.Category numbers are set in the TS7700 in the Management Interface (MI)
4.Also system EXIT CBRUXENT should be enabled in z/OS (LPAR) if you want
this system to have the Inserted volumes
5. Please pay attention to the fact that each Tape Management System (like
RMM) install it own CBRUXENT version)
6. As mentioned by other CBRUXENT should be disabled in LPARs you do not
want to have those inserted volumes
7.By the way, other Operating System like z/VM, z/VSE, z/TPF and zLinux
each has different behaviour in the side of the Operating system,
   the side of the TS7700 is of course the same and it is oblivious to the
type of the Operating System

There are several IBM redbooks which describe in detail the above and can
help alot.

It is a small project which requires some understanding of the relationship
of the OAM/RMM and the VTS/VTL (TS7700).
