I think it was some IEF (Scheduler) routines, but some of the old tie IBMers 
may know.

Was COBOL a co-conspirator?  A half-century ago, I was told that
some customer programs linked REFR "actually weren't" and
storage protection of unauthorized REFR modules couldn't be
enforced without violating compatibility with previous negligent
design.
