Does ISPF support case conversion for accented characters?

Caps mode is saved in the edit profile. To override the automatic setting of 
caps mode, you can include the CAPS command in an initial macro.

And I'm curious: How does CAPS behave in non-Latin alphabets,
which ISPF supports, such as русский, Ελληνικάm, and even UTF-8.
