What elements of Zowe are you focusing on? There are elements that have to run in z/OS like the ZSS and authorized services engine. There are others like the Desktop which communicates with the previous services. There is also the API ML which can run in containers or natively on Z.
I assume that you’re referring to the desktop which seems like a good candidate for a container.
