Unless it's been amended, employers sponsoring the visas are required to pay prevailing wages at the place of employment, not prevailing wages in the country of origin. There are other requirements, but health and safety aren't normally issues for IT workers.

Naturally they're happy with shorter pay than Americans, and naturally that reduces somewhat the rate Americans can get for the same services.
