Unless it's been amended, employers sponsoring the visas are required to pay 
prevailing wages at the place of employment, not prevailing wages in the 
country of origin. There are other requirements, but health and safety aren't 
normally issues for IT workers.

I'm interested, Shmuel.  What immigration laws aren't being enforced?  I heard 
someone else here post the number of visas being made available; are you saying 
more Indians are getting in than that number allows?

And what labor laws aren't being enforced?  Speaking with my capitalist hat on, 
I suggest that employers ARE paying Indians prevailing rates - for Indians.  
Naturally they're happy with shorter pay than Americans, and naturally that 
reduces somewhat the rate Americans can get for the same services.  Are there 
labor laws that require a different outcome?

The problem isn't the visas themselves, but the lack of enforcement of 
immigration and labor laws. If they actually paid prevailing wages then it 
wouldn't be an issue.
