The short answer is that it does not come into play.

For fixed-length records, S means 'standard', without short blocks.

For variable-length records, S means 'spanned', a [logical] record may
span a [physical] block.

Thus VBS denotes Variable Block Spanned, and FBS denotes Fixed Block Standard.
