You could try looking in the z/OS DFSMS Managing Catalogs (SC23-6853) manual. From what I see there is some information about the records in the VVDS. Unfortunately from what I can see the information does not give any detail around offsets and lengths for the fields.
I know I've used File Manager under ISPF to browse Vsam datasets. Not sure if you could use File Manager to actually browse the VVDS.
