If you want to ring fence these users to just jobs that they own or jobs that begin with their userid, then you can deny them authority to the PREFIX / OWNER command and then assign them to a SDSF group that sets the default values that you require.
This will mean that they will not see any other jobs on panels like ST, DA, O and H. If the scope of what you want for them goes outside of the simple ring fence, then the answer is "NO".
