Has anyone run across this?

Job - IZUD05ZF
//* Install zFS data sets: This job installs zFS data sets by
//* performing the following steps:
This was running hours after I had submitted it. Watched in SD.DA - it was
using CPU, so I just let it run. After a while I noticed it was not doing
any more I/Os. Some sort of CPU loop

So I cancelled the job. Cleaned up after the job and ran it again. This
time I watched closer and that after only a couple of mins it had
stopped doing I/Os at the same point.
Last dataset loaded/loading
was /tmp/izud-IBMUSER-T1562079/SSUCAT.OMVS.ROOT/usr/lib/IBM/FOMPLIBA

I've tried doing some searches but I'm not coming up with anything.
