Is it well specified whether the leap second is added after
23:59:59 UTC or after 23:59:59 local time if the two happen to
differ?  I've long wondered at which point I should reset my
watch which I keep on local time.  If it had sub-second accuracy.

Your KLM return address suggests that you might not have to deal
with any difference between UTC and local time.  Unless you're a
pilot.
