Greg,

For HSM owned volumes all they have to be is added one time to HSM and HSM 
maintains the MCT record Backup volume record in the BCDS for them. 

If they are tape volumes they generally get added during the backup process at 
first use from a scratch request for a mount you would see a request for a 
PRIVAT mount followed by an ARC0120I indicating the volume was added. This 
would be determined by the use of the SETSYS SELECTVOLUME and SETSYS 
TAPEDELETION parameters, so if you are using scratch or specific tape requests.

The SPILL tapes would be created the same way during the RECYCLE of backup 
tapes.
 
For DASD backup they would have been added via the ADDVOL command one time so 
HSM could use them. They would also have an MCT record in the BCDS so once 
added HSM knows about them.
