I have a utility program that was written years ago to delete datasets that may 
have an ENQ held against them. It has worked reliably in the past.

However, when I recently attempted to use it on z/OS V3.1, the delete operation 
failed with an error indicating that the dataset is open, which I know is not 
the case.

The source of the program shows the last update was on 2001-11-23.

Has anyone encountered similar issues on newer z/OS versions? Does anyone have 
an updated version of such a utility, or know of changes in ENQ handling or 
dataset deletion behavior in recent z/OS releases?

Any assistance would be appreciated.
